Application Instructions for Financial Affairs No. (1) for the year 1995, as Amended.

 

Part 9
Financial Control

Article (136)

No Department, which has a financial control unit, may pay any voucher before auditing and permitting same by the head of the financial control unit approved by it.

Article (137)

Control units shall be responsible for the following:

  1. Verifying that taxes and fees are being realized and collected on time without delay.

  2. Verifying that legal measures are taken to collect any arrears.

  3. That the collected funds are paid to the approved bank without delay and transferred to the Public Treasury Account.

  4. Auditing all issue vouchers from the legal and accounting aspects, according to the financial laws, regulations and instructions in force.

  5. Verifying that allocations are available and disbursement thereof is being carried out for the purpose to which it has been appropriated, and that liquidity is available for each issue voucher.

  6. Stamping issue voucher with the stamp provided for this purpose by the Ministry of Finance; bearing the following phrase: "Audited and to be Cashed", and the signing thereof as a confirmation thereof.

  7. Examining accounts and records of Departments and verifying their correctness and accuracy.

  8. Following up closing of the monthly accounts, preparing monthly reports and following up forwarding of same to the Ministry of Finance.

  9. Informing the Ministry of Finance in writing and forthwith on any violation of the financial laws and regulations in Departments.

Article (138)

During the month of January of every year, the Minister of Finance shall appoint inspection and inventory committees to carry out the work determined by the Minister of Finance, which shall include inspection and inventory operations of cash boxes, stores, stamps, postal orders, and securities of financial value.

Article (139)

The Committees shall submit reports thereof to the Ministry of Finance within a maximum period of ten days from the date of its commissioning in order to analyze, evaluate and deal with any deviations.
